China, Russia to sign treaty to combat illegal internet content

China and Russia will be signing a treaty aimed at combating illegal internet content later this month, according to Russia communications watchdog Roskomnadzor on Tuesday.

The two countries are set to sign the agreement on October 20, and will have the status of an international treaty.

It follows a July meeting in Moscow between the Cyberspace Administration of China, which oversees national cybersecurity policy, and officials from Roskomnadzor.

Critics have accused Russia’s authorities of trying to implement a China-style internet censorship regime. 

Earlier this year, Russia signed a new law that forces traffic through government-controlled exchanges and eventually require the creation of a national domain name system.

The country has also banned the use of VPNs unless approved by authorities. 

On the gaming front, Russia’s internet watchdog has created a blacklist of online gaming companies and payment provides involved in illegal online wagering.
