Confusing bill leads to CCC to drop Rota and Tinian representation


The Commonwealth Casino Commission will cease its representation of Rota and Tinian as of today, as terms for the commissioners representing both islands expire, local media reports.

Commissioners Justin Manglona and Martin San Nicolas represent Rota and Tinian on the commission, but under current provisions, no commissioners are allowed to be reappointed to the commission after their term ends.

The situation has been met with frustration from the surviving members of the commission.

Commission executive director Edward Deleon Guerrero said not allowing Manglona and San Nicolas’ term to extend is ‘a waste of government resources’, and would force the casino commission down to three commissioners.

“We have bombarded the five commissioners with enormous amounts of training; we have sent them to Las Vegas… Singapore, [and] around the world to help them understand the industry, to help them understand how to regulate,” he said.

“In my opinion, it is a waste of funds to just let [their terms] die out because the law says they cannot serve anymore,” he added.

As the law currently stands, both Rota and Tinian will not be represented in forthcoming casino commission meetings unless a bill that addresses the problem is enacted.

The House Gaming Committee would meet soon to discuss the related bill.
