Panaji Mayor Surendra Furtado claimed that Goa should look to London for gaming regulation since there "casinos are only a part of the offering" rather than Las Vegas which is "a city of casinos, for casinos and by casinos."
The riverside town of Panaji is the center of casino gaming in Goa but currently there is no agency in India empowered to monitor casino operations. A Gaming Commission was proposed by India's coalition government in 2010 but has yet to materialize. It is proposed that the Commission not only have regulatory powers but also be able to penalize casino operators for illegalities and enforce exclusions of known gambling addicts.
