Kerala High Court orders lottery to pay out to Mumbai resident

Kerala’s High Court has ordered the state’s lottery to pay out to a resident of Mumbai, overruling the betting organization’s claims that out of state winners are not eligible to be paid, media reports said.
The court ruled that there is no statutory provision barring non-residents of Kerala from claiming lottery winnings. There are rules preventing agents from selling out of state, but they do not apply to the purchaser. The only recourse available to the state lottery would have been to prove that the ticket was not valid, it said.
The unnamed winner claimed the second prize worth Rs. 5,00,000, the reports said.
