Osaka further tightens IR lobbying regulations


While the central government continues to breezily insist that the 500 Dot Com bribery scandal has nothing to do with the nation’s IR development policies, the Osaka government continues to take the matter seriously, further tightening up its regulations on contact between IR operators and local government officials tasked with IR-related duties.

Osaka Governor Hirofumi Yoshimura explained, “We already have extremely strict rules on meetings with operators. We will be even more rigorous during the public offering period.”

Specifically, current rules stipulate that at any meeting between local officials and operators that are longer than thirty minutes, at least two people must be present and records of the meeting taken.

New measures specify that these rules will also be applied to shorter meetings, including those which are essentially just greetings.

In December, the prefecture and city established a selection committee consisting of seven experts in order to ensure objective screening by third parties, and they are keen that the process be understood to be fair and objective.
