Chief judge of NMI dismisses charges against former Tinian Dynasty VIP manager


District Court for the NMI Chief Judge Ramona Manglona has dismissed with prejudice the charges against former Tinian Dynasty’s casino VIP services manager George Que, according to local media.

Dismissed with prejudice means the U.S. government is not allowed to re-file the same case in the future. Assistant U.S. Attorney Russell Lorfing said the motion to dismiss was made in good faith, primarily based on the deferred-prosecution agreement of the parties.

George was indicted back in May 2013 for allegedly engaging in a conspiracy to allow gamblers to conduct transactions involving more than $10,000 without filing a Currency Transaction Report (CTR). He was indicted on on one count of conspiracy to cause a financial institution to fail to file a CTR and nine counts of causing a financial institution to fail to file a CTR.

Also charged were Dynasty casino manager Tim Blyth and Hong Kong Entertainment (Overseas) Investments Ltd, which owns Tinian Dynasty Hotel and Casino.

 Assistant U.S. Attorney Marivic David and George Que, filed a deferred-prosecution agreement in Jun. 2014 in exchange for the dismissal of the criminal charges filed against Que. The agreement stated that the case against Que will be held in abeyance for 18 months, and if he is in compliance with the conditions during this time, the government will drop the indictment filed against him.
