House of Councillors to begin IR Bill deliberations


The controversial IR Implementation Bill is set to begin its final stage toward enactment on Friday with deliberations launching in a plenary session of the House of Councillors.

The ruling party extended the Ordinary Diet Session by over a month to July 22, largely to allow it time to force passage of IR Implementation Bill. Although the opposition parties led by the Constitutional Democratic Party of Japan are still trying to delay passage for as long as they can, it is not believed that they have any means of stopping it. July 20 now appears to be the most likely date for the IR legislation to become law.

Also expected on Friday is the enactment into law of the joint ruling coalition and Japan Innovation Party’s Basic Bill on Gambling Addiction Countermeasures, long portrayed as a precondition for the passage of the IR Implementation Bill.
