IR Basic Plan likely to be published in November


The IR Basic Plan, which is to lay out in more substantial detail the requirements and processes to make IR bids, is now expected to be published in November, according to a report in the Sankei Shinbun.

This will come as a relief to some local governments such as Osaka and most IR operators, which have been forced into a holding pattern by the delays of the national government. Once the IR Basic Plan is published, the precise regulatory framework and timeline will become much clearer and preparatory activities are expected to accelerate on all sides.

The publication of the IR Basic Plan will be followed by a public comment process, though to date there has not been any instance of such public comments actually impacting the content of the government’s policies.

It is also believed that the Casino Management Board will be formally established in January.
