Japan considers lifting online lottery sale restrictions


The Japanese government is considering allowing the sale of all lottery tickets types over the internet starting fiscal 2018, according to The Yomiuri Shimbun.

Currently, prefectural governments and twenty major cities in the country have permission to sell lottery tickets from the Internal Affairs and Communications Ministry.

Lottery tickets are available at distribution outlets through automated teller machines or on the internet for certain lottery types, including Numbers and Mini LOTO.

However, lottery sales have fallen since their 2005 peak, which saw JPY1.1 trillion in lottery sales, down to JPY 845.2 billion in 2016.

Should all lottery types become available for purchase online, the National Autonomous Lottery Council said it can expect lottery ticket sales to jump.

However, operators will be required to come up with ways to maintain existing outlets, as well as creating a system that prevents personal information from being compromised.

The details have yet to be discussed.
