Lam can only be arrested if he returns to PH

Arresting Jack Lam without a warrant can only be possible if Mr. Lam returns to the country, said Philippine National Police (PNP) director general Ronald dela Rosa on Monday.

Without the arrest warrant, the PNP is not able to work with its counterparts in Hong Kong and Macau to extradite Lam to the Philippines, it is understood.

“We will for him to return here… we will wait for him. We cannot coordinate [with]Hong Kong, Macau or Chinese enforcement agencies because until now there is no warrant of arrest that was issued against [Lam],” said the PNP chief.

Earlier this week, President Rodrigo Duterte ordered the arrest of Jack Lam after it was revealed he had allegedly attempted to bribe Justice Secretary Vitaliano Aguirre and Pagcor chair Andrea Domingo in order to protect his Philippine casino operations.

Lam had reportedly slipped out of the country on November 29, taking a flight to Hong Kong.

However, Ritchie Nacpil, chief of operations of the Clark International Airport Corp. (CIAC), said they have no record of Lam departing from the free port in the past weeks.

It was early speculated that Lam may still be in the Philippines.
