PNP finds security lapses at RWM


The Philippine National Police (PNP) has found lapses in the security of Resorts World Manila during the casino attack last Friday that led to the death of 38 persons, Philstar reports.

Chief Supt. Jose Mario Espino, head of the PNP Supervisory Office for Security and Investigation Agency said security at the casino failed to execute a crisis plan when the gunman attacked the casino on Friday.

“That is expected of all establishment that they have their own fire plan, earthquake, disaster and incidents with this kind of active shooter. [There was a plan] but [they may have failed] on how they executed the plan,” Espino said in a press conference on Tuesday.

Espino also found a lack of personnel working on night shifts, with only one guard posted at the casino entrance. The guard was also not wearing the prescribed uniform, which was a violation of SOSIA regulations.

“Number one, boosting of personnel–that it should be two guards per entrance… Second, wearing of security guard uniform on entrances and exits as a deterrent,” said Espino.

PNP’s operations chief Police Director Camilo Cascolan said it was wrong for management to reduce the number of guards during graveyard shifts.

“The adjustment of deployment of security guards in those areas should not be adjusted during graveyard shifts because it’s an opportunity for criminals,” Cascolan said.

The operations chief also stressed that the security personnel on site lacked training in responding to an emergency crisis.

The majority of the establishment’s security were hired through N.C. Lanting Security Specialist Agency, it is understood.
