Ukraine to legalize sports betting, online and land-based casinos


Ukraine’s Ministry of Finance has published a bill to legalize and regulate gambling across the country, including online casinos, sports betting and casinos, lifting a six year prohibition on gambling which was first introduced in 2009.

The new bill stipulates that Ukrainian companies with capital of over EUR2 million ($2.2 million) without borrowing can apply for a license. The cost of a one-year license for land-based operators would sit between EUR 300,000 and EUR 1 million, whilst an online casino license would cost EUR 1.5 million.

There will only be room for one single lottery operator, with the license issued via a tender process

For bookmakers, there would be restrictions on the location of their offices, while bookies would also be able to operate online.
