Balutan allegedly offered bribe for STL operation in 2016

Philippine Charity Sweepstakes Office (PCSO) general manager Alexander Balutan claims he was offered a bribe in September 2016 to hand over full control of the nation’s Small Town Lottery (STL) operations.

According to Philstar, Balutan made the revelation while facing a panel headed by Parañaque Rep. Gus Tambunting, as part of a House of Representatives committee on games and amusement  investigation into STL operations.

Balutan said that Charlie “Atong” Ang, a gambling business man and consultant offered him a P200 million a month (US$3.9 million) to operate the Small Town Lottery, and said he had CCTV footage and pictures to prove his story.

Ang in a radio interview with dzMM denied the allegations, and claimed the meeting with Balutan at the time was requested by President Duterte to help “iron out” the agency given his background in gaming.

He maintained that Balutan is lying and said he is willing to answer the accusations in a proper forum.
