The Cagayan Economic Zone Authority (CEZA) is a government owned and controlled corporation that was created by virtue of Republic Act 7922, otherwise known as the “Cagayan Special Economic Zone Act of 1995”.
Under Republic Act 7922, CEZA has the authority to operate or license tourism related activities including games, amusements, recreation and sports facilities, independent and duly recognized by Philippine Amusement and Gaming Corporation (PAGCOR) itself through Republic Act 9487.

For over a decade, First Cagayan Leisure and Resort Corporation (FCLRC)—the duly appointed Master Licensor of the Cagayan Economic Zone Authority (CEZA)—regulate and monitor all activities pertaining to the licensing and operation of interactive games on behalf of CEZA.
