Macau infrastructure gets windfall from casino money


Macau saw the first visible infrastructure beneficiary of its dramatic gambling earnings as the new $1.3 billion university campus opened its doors to students this week.  Macau has the second highest budget surplus in the world and earns 83 percent of its tax revenues from gambling revenue which last year reached $38 billion, yet the territory is severely lacking in infrastructure.  The university is the first to be completed of several projects that have been in the works for a long time, and are likely to stay that way, including a mass-transit system, renovations to its ferry terminals, various public-housing projects and the opening of a hospital
