Jesters Casino Bar allegedly not the only cashless casino license in Hainan

Since a Reuters report revealing the goings on at a “cashless casino” bar at the Mangrove Tree Resort World on Hainan Island led to its closure by officials, it has been reported that at least 10 other such operators may exist.  Customers at Jesters Bar could buy chips to play baccarat, poker, blackjack and sic bo.  Winnings could not be cashed out but instead only exchanged for goods and services within the hotel complex.  The local view is that the national government is indeed testing the water in Hainan, with the eventual view of allowing gambling in parts of China other than Macau.  It is believed that Jesters will probably open again once attention lessens and the heat dies down.
