A 45-year-old bar manager was arrested in Tokyo’s Katsushika Ward for conducting a private gambling ring for his customers.
The scheme at the bar named “Kyo” involved televising horse, bicycle, and boat races—all part of Japan’s legal, public gambling system—but then running a private betting ring based on the outcomes of the races.
Police say that the scheme brought in about 350,000 yen (about US$3,200) in revenue on a monthly basis.
The manager explained, “I thought it would be a good supplement to the bar’s sales.”
